Consumer Digital Rights Preservation Act
Have the Library of Congress maintain backups of digital content from online retailers.
Have the Library of Congress maintain records of the licences and other digital rights of individual customers.
In the event an online retailer goes under, provide consumers access to their individual library of content via a special Library of Congress account for each individual.
With author consent at an author set price allow the Library of Congress to sell licences to consumers who don't yet have a product with the proceeds going to the author.
