We demand that Congress keep firearms out of the hands of the mentally ill by:
* Requiring a biometric trigger ID systems on all guns sold, resold, traded or gifted.
* Develop a 2 tier federal background checking system.
Level 1 requiring sellers and buyers to submit to a psychological assessment, at their own expense, every 5 years, to sell, trade, gift or buy high capacity gun clips, gun parts, ammunition, accessories and legally defined assault firearms.
Level 2 - FBI background check, limiting the seller and buyer to only legally defined non automatic firearms limited to a 7-10 bullet clip.
* Overturn the gun manufacturers "immunity law" passed in 2005.
* Allow negligence firearm owners to be sued if a mentally ill person causes harm with their improperly secured firearm.
