The creative community is speaking up about the shape of our current copyright system. The system is dated and needs reform due to the inevitable evolution of media, but there is one rule that need not be changed if the laws are reformed. That only registered works be able to sue for statutory damages. I believe that those who use the system, should also fund the system, and if they believe in their copyright's validity , an artist should, and will pay the registration fee, to gain access to these protections.
This will continue to prevent un-paid claimants from tying up the court system and provide valuable income to obviously overworked copyright office, as more artists would see the value in registering their works.
