Continue to pay the Military like congress even in times of budget constraints and threats of a Government shutdown.

During the threat of the last Government shutdown, it was relayed tot the entire Armed fores that they will not be paid during the Duration of the shutdown but would rather be back-payed once the budget is settled. This in turn would have left hundreds of thousand of families without a paycheck with no means of support, while the the Armed Services were required to work as business as usual. In events such as these Congress still receives a paycheck and uses the military as pawns in order to move their personal agendas, so in order to fix this negligent behavior, the military should receive a paycheck just like congress in times such as these especially since they are going to receive it once it is resolved.
