The 2nd Amendment gives the right to bear arm but does not mention bullets. This petition is to tax and to control the sales and distribution of bullets, and to limit the quantity of bullets one can process to a max of 10 bullets per weapon.
Given the reality that there are already 89 firearms per 100 people in the US, the recent Supreme Court ruling on the 2nd Amendment, and the current gun loving culture in the US, even if we can pass laws to ban assault weapons and high capacity magazines etc, there are still many guns out there. Sandy Hook is a good case in point that a crazy person can still gain access to legally obtained guns and magazines.
If we were to limit the access to bullets, we may be able limit the number of people hurt in each mass shooting.
