Control the issues, the idiots behind the guns, not the guns!

I come from a country where guns were taken away from the general public in a 'knee-jerk' reaction such as this new school shooting. Now in my home country, the really bad guys are still getting their guns and the general, law abiding population have no way to defend themselves.
Sure, more damage can be done with a gun in short time, but it is the 'idiot', the 'lunatic' behind the gun that is the problem. Watch news from countries where their guns have been taken away and you will see just as many terrible attacks by 'idiots' and 'lunatics', but they win always, because the 'good-guys' cannot defend themselves.
We need to look at the problem of mental health and controlling WHO IS ALLOWED TO HAVE A GUN, and penalize severely, anyone who does not keep their guns to themselves, safe.
