The Pennsylvania board of probation and parole have guidelines that that are to follow but they DO NOT!!!! There is so much over crowding that county jails are starting to house state inmates also if an offender makes a small mistake the board of probation and parole hammer them and leave them sit in prison taking up space. Space that could be used for child molesters and murders. Also the agents that enforce said rules do about what ever they want there is no said higher power like a judge they should have to answer too and if said offender is returned to prison it takes weeks to months for any type of response there should be a judge or someone that an offender and go in front of
