Amendment 28 to the US Constitution:
An Article V Constitutional Convention of State Legislatures shall convene on February 3, 2016 and every 12 years thereafter to review, revise, and amend the Constitution. This requirement shall not infringe or limit the right of the State Legislatures to convene Article V Conventions during the intervening period. This Amendment may not be infringed, overturned, or limited by any Constitutional Amendments passed by Congress.
