Convene a Special Congress to Rewrite the Constitution from First Principles

It seems clear that the vast majority of Americans view our political system as either dysfunctional or downright broken.
While our Constitution has been a fairly resilient document through most of our history, it is now "long in the tooth" and must be rewritten from first principles. We call on the President to establish a representative framework for the rewriting of our Constitution with the following objectives:
--to create a system that fosters participation by multiple parties and eliminates the polarization that has impeded progress (possibly a parliamentary system)
--to make it possible for citizens who are not wealthy to be elected (campaign finance reform)
--to reintroduce the concept of service to country (term limits)
