Based on Article 2 Section 3 of the Constitution, the president has the authority to convene both Houses of Congress on extraordinary occasions.

In order to force Congress to do its job and figure out a federal budget, I urge the President to use the powers described in Article 2 Section 3 of the Constitution to convene a special session of Congress that will last until a non-temporary budget is completed. I further request that during this special session of Congress, that the session is not allowed to temporarily adjourn for a period to exceed 8 hours a day
