With solar energy cheaper than ever, few are able to take advantage of the savings. This plan would consist of a few simple actions and be revenue neutral.
1. Announce a 100 million rooftop initiative. This gives a clear stated direction in energy policy.
2. Replace the 30% tax credit with a zero interest solar conversion loan program. Loan payments could be geared to electric bill savings so even the poorest could afford conversion.
3. Enlist the buying power of the big box stores, (Wal-Mart, Costco, Home Depot, etc.), to negotiate best prices for panels, inverters, mounting hardware, etc.
4. Begin a volunteer program, similar to Habitat for Humanity to do the installs, further reducing costs.
This would allow everyone to be able to afford solar technology without the up front cost.
