Convert North and South Dakota into one state, Dakota, so that Puerto Rico can become a state and we'll have 50 states.

There is no logical reason why North and South Dakota need to be two states, so let's combine them into one state. That way, when we make Puerto Rico a state (which we will eventually), we'll have 50 states and we won't have to change our flag.
