To create clean water for everyone in US. It would take conversion of seawater to usable water. Create thousands of jobs, eliminate drought, increase agriculture. We currently have the technology, just need to improve it on several fronts. Construct distribution pipelines (don't worry -- only water in the pipelines) to the entire country, and determine salt disposal. Water is one resource you can't live without.
