Cooling down period for Legislation and Executive Orders

There has been a rush to do something to deal with guns. Passing any legislation while passions are inflamed will not solve anything. States have “cooling down” periods for guns, this petition asks for a cooling down period of at least six months on any legislation, time to allow reason to prevail over passion.
Cooling down periods would extend to all legislation/executive orders in response to media events. The sole exceptions would be disasters or acts of wars, and then only enough to deal with the immediate needs.
Too many emergency measures that have unintended consequences that have robbed the American people of their liberties, without solving the problem they supposedly address.
