How can we the people of the United State of America solve the tragedy our country faces? In order to accurately solve this issue we must understand the root cause of this problem. Our cops are generally not bad people, they are fathers, husbands and loving family members. Although we largely see a disproportionate killing of black males that could be attributed to racism there could be other factors beside racism that trigger such excessive use of force by cops in general? We the poeple suggest we establish a clear profile of every cops that shoots unarmed civilian.
1. Enact a federal law requiring a mandatory drug test of the cop within one hour of the incident by FBI crime Lab
2. FBI investigate extensively the cop and keep the record in order to establish a general profile
