Correct The Bankruptcy Act of 2005 geared to Protect the Creditors not the Bankrupt Individual

Search 11 U.S.C. § 110 :Penalty for persons who negligently or fraudulently prepare bankruptcy petitions is abused by the courts to protect Attorney's and Court fees. The code is not clear and just. Non-Attorney Preparers could be helping many people across America rebuild their credit by removing garnishments, credit card debt, foreclosures, medical debt, and car repossessions. People cannot afford to bankrupt and the numbers are telling in 2005 foreclosures were at 800,000 and Personal Bankruptcies at 1.7 Million; As of 2010 Foreclosures were 3.9 Million and Bankruptcies at 1.5 Million; that leaves 2.4 million who should file for bankruptcy protection but do not. The Indigent should be allowed to have their court cost waived but in Kentucky that is not an option.
