Here's why it's important:to correct the violation of Article 1, Section 2, paragraph 3,"the number of Representatives shall not exceed one for every thirty Thousand" The Apportionment Act of 1911 set the number at 433 with 1 more added for each new state(2). 1920 used 1911 apportionment until The Reapportionment Act of 1929 setting the number at 435, these acts are not Constitutional amendments. This has caused reductions of proper representation, and legislation passed by incorrect numbers. we should have closer to 11,000 voting Representatives. we are paying for 8379 people,(435 voting, 6 non-voting representative and 7938 employees). (base salary $174,000+ Members Representational Allowance (office expenses), $1.4 million + 18 permanent employees {each salary capped at $168,411
