Cost controls to slow the rising cost of healthcare

Insurance companies and individuals have paid different prices for the same services this practice needs to be stopped. The cost for an service for an individual without health insurance should be the average of what insurers pay for that service. For example the hospital bills 3,000 dollars for an MRI to someone uninsured. But blue cross and blue shield pays 300.00 according to their plan they signed with the hospital. The hospital obviously makes money on the 300.00 so why charge the uninsured 3000.00? A new law needs passed that states the cost of a service billed to the uninsured can only be as high as the average cost the insurance companies pay for that exact same service in this example 300.00.
