Count Overseas Votes in Elections

Around 9 million Americans live outside of their home country. Many of us have to work hard to be able to register and exercise our right to vote from abroad. And then, having voted, our vote doesn't count unless there's a tie in our home state. Since we have to send our votes in well in advance of the election, why not count those votes towards the election when they are received? We are your ambassadors in the world, and we would like our votes to count!
