The only way to prevent terrorism is to eliminate the failed states and ungoverned areas where terrorism thrives, in their safe havens. America does not wish to occupy and passify those areas, so we should assist strong centralized governments that border terrorist safe havens to annex those areas in order to prevent terrorists from operating freely and plotting to kill Americans. Examples are helping Egypt annex Libya, Turkey annex the Sunni parts of Syria and Iraq, the Saudis annex Yemen, Ethiopia and Kenya to split Somalia, several countries to partition Afghanistan and the FATA of Pakistan, Chad to annex northern Nigeria, etc. We don't want to send our troops in to prevent terrorists from plotting, but if we do nothing, we are just waiting for disaster.
