Crack down on harassing calls and Caller ID Spoof. Callers should have to Identify who they really are.

I would like a law that penalizes Telemarketers, Debt Collectors, Scammers and the similar be prosecuted by the law for failing to identify who they truly are on Caller ID. Also phone spoofing of any kind should be illegal for anyone to use other than Law enforcement. Victims should also have access to help for free by their phone provider. Help in tracing such calls and identifying who the culprit is that is harassing them with spoofed ID calls. Also phone companies should also have to provide for free, a block service that keeps Spoofed, Anonymous, Blocked or unknown from calling.
