Craft an official statement in writing and vocal declaration to re-affirm the original intent of the 2nd Amendment

We the people petition the Office of the President of the United States of America to re-affirm the following:
1. The 2nd Amendment guarantees citizens the means to defend their homes, families and persons against all enemies foreign and domestic;
2. The aforementioned enemies include but are not limited to any government entity attempting to enforce unlawful decree which may potentially perpetuate or precipitate forseeable harm to ones self, family or property due to direct action or indirect effect of said decree;
3. 'Unlawful' shall be defined as 'contradictory to the terms of the Constitution of the United States';
4. That the rights of American citizens to own and bear arms shall not be infringed at any time, place or circumstance within the boarders of the United States of America.
