Craft a way to dissolve congress, if congress cannot pass a bill which causes the shutdown of the government.

Considering that congress's current approval ratings are dismal and that most people would like to recall all Congressional members, there should be a mechanism in place by which under certain circumstances the congress of the U.S.A would be dissolved and new elections would take place. This would at least hold Congressional members accountable when they are unable to work out differences that cause major disruptions to the nation as a whole. If the proposal was decided to move forward the crafted idea or ideas should be put to the general public for a vote and then to the states to create a constitutional amendment so that it couldn't be changed again without another amendment to replace it thus not allowing congress to pass or change the law itself.
