Get a educated team of economics, leader devolopment, Ethics/philosophy, Education, innovation, etc... Basically a well rounded team to start creating ideas for a new type a government. Try to create a new currency, a well balanced economy that acts more stable with less price fluxuations, and most important, try to adept this method world wide. I know it sounds sort of like a fairy tale, but the only form of government that will truly work is a world wide government. To create one type of currency and one type of government world wide and world wide created. Its time that earth starts acting as one rather than being seperated by boundries and differences. I know that the world wont all conform to this idea, especially at first. But to get atleast 10% of the world, It is possible.
