Build and interstate pipeline connecting rivers and large bodies of fresh water and begin moving water from regions which have significant flooding before significant storms to others regions which are experiencing droubt. The pipeline can be above ground, its only water so it won't harm the environment, it would if managed effectivly drastically reduce flood damage and at the same time restore much needed water to the midwest and our farms. Excess could be moved out west where fresh water is also in short supply. This would create thousands of jobs in every state and education level most of which would be permanent as this pipeline will need to be managed and maintained. Nature provides this country with all the fresh water we need, all we have to do is move it around.
