Citizens of certain countries like Canada, Australia, Germany, Japan may pursue working holiday visas up to 12 months in countries like Hong Kong, Germany, France, UK. US citizens can already trave and work under similar bilateral agreements at Ireland, Canada, Australia, New Zealand.
Let most American young people after HS or college graduation have many similar opportunities their peers in other countries around world already have to enable them to experience experience travelling and working in another country while having access to travel funds. Most who graduate are too broken to travel alone for extended period of time without work and when employed common 2 weeks of paid vacation alone is not enough.
