Create a $1000 Gun license for all existing gun owners and future purchases. Use it pay the deficit & pay mental rehab

1. Create a Gun License fee of $1000 per gun. This should apply to currently owned guns as well as all future purchases.
2. Require all secondary sales to be registered with the government and require $500 gun transfer fee.
3. Use the funds generated to create protection teams for Schools and colleges
4. Use the funds generated to pay down the national deficit
5. Use the funds generated to fund research of remote disabling mechanisms in guns.
