As the issue of immigration becomes a larger issue I offer a simple solution. Create a 12 or 15 digit SSN for people who wish to remain non-citizens. A person must have either a 9 digit SSN or a newer 12/15 digit SSN to have a job or benefit from welfare. If a person does not contribute to the welfare system then they should not benefit from it. These SSNs should be easy to obtain by: going to the local courthouse or immigration HQ in their country, providing 4 sets of ID and paying a processing fee. This would allow the government to tax more individuals and increase revenue without increasing taxes on a small sector of the population.
