The United States needs to create a 15% flat tax and replace the current income tax structure for each and ever person living in the United States of America. This would force those individuals who currently do not pay taxes do so. In the tax bill, there would be no tax returns, as the 15% tax was collected. This would stop large returns to those who do not pay large amounts of tax and provide tax reliefs to the working citizens of the United States.
