A two tier diploma system would ensure that students who wish to pursue higher education in a college/university setting would be able to do so without requiring remedial coursework in college. By separating the two tiers we encourage students to take responsibility and ownership of their future. This will also allow for better communication of requirements for both routes and prevent students from being lost in the crowd.
