Currently the Electoral College system allows for two scenarios where the people may feel that their votes for President were not valued. In scenario one, a candidate may win the national popular vote (NPV) but lose the Electoral College (as in 2000). In scenario two, with a total of 538 electoral votes (EV) at stake, there is the possibility of a tie which would be decided by the House of Representatives.
Awarding 3 at-large EVs to the winner of the NPV has several advantages:
1) With a total of 541 EVs there is no possibility of a tie.
2) The 3 at-large EVs would help prevent a split result between the NPV and the electoral college in a very close election.
3) It would make all voters have a stake in the election as candidates campaign nationwide for the NPV.
