Create a 51st State in the Union by allowing Upstate and Downstate New York to each become its own State.

We the undersigned Citizens of the United States of America hereby petition the President of the United States to create a 51st State by allowing a division of Upstate and Downstate New York.

This proposal would see the counties of: Sullivan, Ulster, Dutchess, Orange, Putnam, Westchester, Nassau, and Suffolk; and all Boroughs of New York City, including: Bronx, Manhattan, Queens, Brooklyn, and Staten Island to be recognized a single State. All other Counties in the current State of New York would be recognized as a separate single State.

Creation of two separate States would allow for more even distribution of tax revenue, and would not subject the Upstate New York taxpayers to uneven representation on critical State legislation.
