Enact a rule that allows that if 75% of states governors deem an issue before Congress to be urgent, then Congress has 2 weeks to come to a consensus resolve the issue. If 2 weeks passes and this has not been done then US Marshals are empowered to physically transport all members Congress to their chambers and keep them sequestered, 7 days a week, until they do resolve the issue before them. Additionally after one week of sequestration, all members will permanently and forever lose pay on a daily basis. Furthermore, if after one more week the issue is not resolved each member will be fined $100.00 per day, and the amount will increase by $100.00 per day each week thereafter for a maximum of 4 weeks. At which time Congress is dissolved and states governors appoint interim replacement
