Create an Affordable Education bill that enacts significant, meaningful reform to the American higher education system

The American higher education system has been slowly deteriorating. While the education received at our universities and colleges are still top notch, our ability to attend and pay for that higher education is severely strained. In most cases, the ability for our students to get jobs after graduation has become more challenging every year. With the burden of student loans on the backs of most educated Americans, and the inability for them to pay them off in a reasonable amount of time, I propose a bill that would set a minimum earning amount before repayment that is based on the degree received, not time since graduation. I would also propose that an "expiration date" on student loans be enacted: After 20 years of mostly regular payments, the remaining amount will be entirely forgiven.
