Create an agency much like the Department of Motor Vehicles to manage and regulate the ownership of firearms by the civilian population. Agency to register and periodically inspect all firearms sold or transferred between owners, test owners and issue licenses for ownership of firearms by a legal adult. Ownership without a valid issued license to be a state and federal offense. Each firearm owned to have its own registration papers with said established agency.
