Create an agency to promote and oversee the development of a new type of energy efficient automobile engine.

Create a new agency patterned after NASA of the 1960's, narrowly focused toward the creation and development of a new and efficient power source for automobiles only. Whether electric, hydrogen fuel cell, or some as yet unknown power source, the system should be powerful enough to drive full sized vehicles with range and recharge capability comparable to internal combustion engines. The government would provide funding and basic research facilities. Industry and academia would provide engineering, development, and manufacturing for the new system. Industry would recoup its investment by selling it to American consumers. Government would recoup its investment by selling it to the rest of the world. A 10 year goal would be set with support mandated from all levels of government and industry.
