In 2008, Minneapolis began the first "airport watch" program. It utilizes aviation photographers, also known as "spotters", to see and identify suspicious behavior, and report it to the proper authorities. The spotters work with local law enforcement, the FBI, and the TSA. The goal of this petition is to begin similar programs first in large airports across the country, then continue the program in smaller ones. These programs would not only increase security in a non-intrusive manner to the traveler, but also aid law enforcement in the creation of a trusted program that would identify non-threatening enthusiasts, who often are confronted by police, unsure of their motives. These programs would have far reaching benefits in the increase of security for travelers across the country.
