Government agency employees should have direct access to immediate and powerful processes that allow them to bring immoral acts/processes/practices to the attention of the US government and its citizens, without fear of penalty.
The Edward Snowden case is a prime example - if there were an obvious and safe process in place, a "whistleblower" wouldn't feel a need to expose government secrets; his only need would be to improve or correct the current process in place.
This internal process should be public knowledge as should a notion of an immoral act/process/practice has possibly been identified (without impeding national security), to further protect the government employee.
Ensuring the right kind of secrets to keep and protect is important to national security and our freedoms.
