Create a Law or an Amendment to the Constitution or Bill of Rights regarding Congress and the Budget. The Law/Amendment would establish that no longer can Congress shut down the government by not passing a budget on time. If they miss the deadline they are up the following month for special elections. Along with that they lose the benefits of being in office, retirement plan, and health care that they would otherwise receive while in office. Essentially they will be fired for not doing their job and would have to answer to the people's votes to get back in. 18 times too many has the Government faced Shut Down. The last time was because of poor party politics and not of a Congress focused on getting their job done. The idea behind this law would prevent a government shut down again.
