CREATE AN AMENDMENT ON GERRYMANDERING

The results of gerrymandering are similar to those seen in countries with a regular pattern of political corruption. Congress has an approval rating lower than 20%, and yet more than 80% of incumbents get reelected. In order to counter this effect and promote the democratic process, the Obama administration should propose an amendment to Congress, tentatively entitled the Gerrymandering Amendment, which makes it to where any and all changes to congressional district boundaries do not take effect until after the next election in that congressional district.
