Create: American Citizen Internet Voting System (ACIVS) To help alleviate the repeated deadlocks that occur in congress

Given the repeated deadlocks that occur in congress representing our legislative branch of government, a simple American Citizen Internet Voting System (ACIVS) should be created to allow the average American citizen to :
1. be assigned a log in ID and password so that they can
2. Log into the database of bills/issues before congress to be voted upon.
3. Allowed to vote on each of these bills/issues themselves, thereby given their congressman a real time assessment of what their constituency feels about any one particular issue.
4. Eventually,(even though it may take an act of Congress and an amendment to the constitution) ALLOW THIS ACIVS to transition congress into obselescence, since the people can vote on issues themselves, majority rules, and the government functions again
