create an American Voter Public Referendum system that would allow voters to vote on major issues directly.

Each American Voter should have the right to Directly Vote in Public Referendums on major issues facing our Republic--the Representative System we have presently is good for non-critical issues--however, for issues like Nationalized Healthcare, Social Security, Medicare/Medicaid, and funding of government agencies the American Voter should have the Direct Vote/Control over the actions and directions our republic takes. We would still have representative government for routine issues like funding for interstate roads and bridges maintenance.
