Create and enact a law that holds congress liable for 'setting' on bills. Require congress to vote on EVERYTHING!

Create or enact a bill that would require congress to review and vote on every piece of legislation and bills that are presented to them. They should NOT be allowed to REFUSE to do their job. The American people deserve the right to hold CONGRESS accountable for their actions.
