Create and enforce a uniform standard of law regarding use of drug detection dogs by law enforcement agencies.

Create a bill, and sign into law, legislation to require all state, county and local law enforcement drug detection dogs to be certified to a recognized standard of training and performance. Records must be maintained and available upon request showing ongoing statistics by individual dog. Any dog not performing to a mandated level must be withdrawn from service, re-trained and re-certified. This legislation is needed to address abuses with drug detection dog use in law enforcement. Abuses such as training a dog to alert on command rather than to the scent of a narcotic. Continued use of dogs whose alerts do not correlate with subsequent drug discoveries. Training dogs against exercising prejudices of their own, including racial prejudices. End 'Probable cause on a leash'.
