If the Obama administration sees fit, the United States, as the historical and current major power in space exploration, shall, under the direction of the Office of the President of the United States of America, through the National Aeronautics and Space Administration (NASA), create and fund a program that will train astronauts and produce the necessary technology to place at least one human on the planetary surface of Mars at least once by the end of the 2010s. This period shall be terminated by the date December 31st, 2019. NASA shall receive public funding and use it to design, build, furnish a crew to, and launch a vehicle with the distinct and executed purpose of placing American astronauts on the Martian surface by this date.
