Pass a national concealed carry program to allow citizens to carry a concealed weapon in any state once they have demonstrated a written competency through an approved course and firearms competency demonstration. All current CCW holders shall be allowed to carry concealed nationally if they have passed such competency tests in their state of residence. Concealed carry should be allowed in areas and locations not specifically prohibited such as Government offices, courtrooms etc. where there is already an armed law enforcement present. State and Federal budgets shall fund such armed presence in those specific locations.
