create and form "well regulated militias" in the same way that we have formed and regulate driving and other freedoms.

The Constitution, and specifically the Second Amendment, states that:

A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.

This is important as we've forgotten about setting up well regulated militias for people to join. Without these well regulated militias the right to bear arms is void and owning arms is unconstitutional. Just as with driving we should create militias for people to join and be certified to own guns. Without being a part of a militia and certified by the government then owning guns should be unlawful.

This process, like driving, should include competency tests, recertification schedules, and proper documentation.
