create and fund a National Employee Owned Co Op

We propose that Congress should create and fund a National Employee Owned Co Op to produce a low priced, limited range electric car to employ people who are unemployed or underemployed. The co op would take the place of the multiple forms of cash assistance given to those who have no income. The co op is to be protected from predators from outside our country and from those within. It is to be funded by reducing the subsidies given to our petroleum industry. The government will form a team that will proceed to design, build and market this vehicle starting in a chosen locality and fund these tasks. The co op will build,market, sell and service these vehicles. Such cars, not made now, will be excluded from the private auto industry. Prison inmates will work to make components for the car.
