create and pass an actual budget for the United States. And also to withold pay until this is achieved!

We the people of the United States would rather see an actual budget for ALL areas in the government than just piecing one together as a crisis arrives. One HAS NOT been created in 4 years and it is about time. We have to live withing our means and we think you people should also. To put this as a top priority, we would also withhold a paycheck from our reps and senators until this achieved. We feel that in our working world most of these people would now be out looking for a job from the performance they have been giving us in the past!! It is time for our leaders to step up and take care of issues at home instead of diverting our attention away from these matters. An actual budget would settle most of the monetary conflicts that are arisinf here and also help with job creation.
