An exception to the one bullet rule could be made for citizens with valid hunting licenses, during hunting season only, and only for ammunition for approved hunting firearms. By regulating ammunition we decrease the amount of available firepower in the U.S., yet still afford the average citizen with a chance to protect themselves.
